The Academic Staff Union of Universities (ASUU) has criticized governors for establishing state universities without adequate funding. According to ASUU President Emmanuel Osodeke, governors are motivated by the desire to access funds from the Tertiary Education Trust Fund (TETFund).
Osodeke stated that TETFund was created as an intervention fund for public universities, but it has been misused by politicians and civil servants through fraudulent procurement processes and contract fraud. He emphasized that the federal government and states should fund their respective universities, rather than relying on TETFund as the primary source of funding.

To ensure transparency, Osodeke advocated for a structure that involves stakeholders in the allocation and spending of TETFund money. He proposed regular stakeholders' meetings, including representatives from the university community, lecturers, and student groups, to assess project funding and implementation.

Osodeke expressed pride in ASUU's fight for the interests of the common man, ensuring that public universities remain accessible to all. He warned that if ASUU were to give up its struggles, public universities in Nigeria would cease to exist.
